Hello I'm new I had the same problem about a week ago and it was my Ports on the Router.

If you have open ports TCP 8000-8000 In-Allow Out-Allow and TCP 8001-8001 In-Allow Out-Allow on your Router\Firewall.

If you still getting that error Forward the Ports TCP 8000-8000 and TCP 8001-8001 to you IP address in your Port Forwarding\Virtual Server on your Router.

If Still your getting the error (not connecting to the server) check your ports. Start looking from the top of your list of ports and go down the list and make sure there are no other Ports stoping the ports you Open.

you want to look out for other ports what look like
TCP 1024-65535 In-Block Out-Block <--Like that)

If you have a port like
TCP 1024-65535 In-Block Out-Block
and its befor the ports you opened for ShoutCast (TCP 8000-8000 TCP 8001-8001)
Delete the TCP 1024-65535 (the port whats befor ShoutCasts ports) and then Re-enter the port. This should make it the last port on your ports list.

If your Router is anything like my one. It checks your ports from the top of the list and if there is a port Like TCP 1024-65535 befor the ShoutCast Ports It will ignore all other ports whats from TCP 1024-65535 stoping the port you want to use.

Hope I was at some Help.
