About my tv

Hi,
my tv :reservoirfilms.serveftp.com 8010
is broadcasting from 120 To 150
I can't connect it to Winamp, it says this stream is bradasting far below its advertised bitrate
I put 90 on nsvgui.
What can i do more ?
Someone can tell me whats happen ?
