What does the CPU utilization [Win Task Manager] look like when you are broadcasting? The PC may not be "fast" enough to encode the stream at the rate it needs to. Does the Flanging go away if you only encode the "dial-up" stream?

I looked at CPU usage and it was only around 15%. My CPU is 1.8mhz.I tried just the dial up stream but no change

You may want to check if there's any extra signal processing going on at the soundcard, like SRS, EQ, or Dolby Digital encoding that is producing the spatial echo. You want the source to be as clean as possible.

I listened, and it sounds like the MIC is on and picking up the sound from the speakers [recording from the air].. .are you sure the mixer is set to record from the correct source? -- I only say that because some mixers only allow one source channel at a time.
