Includes Winner of the Internet Surround Music Project!

Can someone please tell me what this is? Also where to find it?

I have surround sound on my pc. So it would be good for it to work with winamp. I do know mp3's are 2 or 4 channel but I know it is also possible with plugins to emulate the rear speakers into the center one also.
