That Means That Some Other Program Is Possibly Using Port 9000 Or 9001. Have You Forewarded Those Ports Yet?
Also, If You Would Like To Know What Is Using What Ports,
Here Is A Cool Utility To Help You Find Out.
Its called Active Ports 1.4.

1- you have been changing things in the server config. and forgot to kill server and restart ,you now have more than 1 server running (see system tray)

2- your isp is blocking ports

3- some other software is using this port. (example -- you run soulseek and you try to broadcast on port 2234 you also get this error)

Also check that the entries in the sc_serv.conf or sc_serv.ini files match this:

DestIP=ANY
SrcIP=ANY

Do not use an IP address for these entries. These settings are only for people who have multiple IP addresses on the same machine. Most normal users do not.
