Bad timebase on WinAmp Videos

The video in the WinAmp Video library "Goodbye to You" by Michelle Branch has a problem - apparently with the bitrate setting for playback. It comes out all chopped up and sounding very much like Alvin and The Chipmunks.

My sole question is: WHERE CAN ONE REPORT THIS so that the maintainer of the server that sends that video might fix it?
