OGG Ripping exceedingly slow

I have just downloaded and installed the OGG encoder EncVorbis-1.1-setup.exe. I have tried ripping OGG files from a CD and am getting rip speeds of 0.2x and 0.3x realtime. I am running normal Winamp (not pro).

I have 3GHz P4 with 1GB RAM attempting to Rip at 8x.

Is there a solution to these slow speeds?
