Installer without including files

Noobie question:
Can I create an installer that does not inclunde the files within the installer file but reads them from CD? If so, how?

To be more specific: I created a program that can be run from CD. However, for a smoother run it should be installed on a harddrive. The amount of data is very large (~650MB). Therefore, I cannot put both, the complete installer file and the files for CD start on one CD.
