M-Audio fast Track Pro

Just bought this (from Craiglist) and having a two peculiar issues.

First, my set-up: Win XP 1.5gh, 2g RAM, (I know, I know), ProTools 7.3

Problem #1: Seems like I am having playback issues. When trying to record directly (from guitar to device), the recording seems clear, but the playback has a static-like, crackle.

Problem #2: When trying to record with condenser mics, signal is very low – plus, the above crackle noise.

Any thoughts? Hardware Issue? Patch/Install?

#2: Does the Fast Track produce enough phantom power (or are those mics battery powered)?
