Problem with skip forward/backward playing mp3 from webserver (Centos/Apache)

I hope anyone has some support for me. This is the problem.

I have a mp3 file on a webserver and play it with Winamp. When I go fast forward or backwards, or use the slider to skip to another part. It jumps back to start of mp3.
The webserver is a Centos server, with Apache. We set it up as part of a Centova/Shoutcast system. To be sure this problem is really a webserver problem. We did some tests with two webservers and plaid the mp3 directly with winamp. You may test yourselves here:

1. Example: http://stream01.streamhier.nl/start/...d/the_push.mp3
Please try this in WinAmp. You will see that skip forward/backward is not possible.
2. To give it a good test. I copied the mp3 file to http://eetbarappeltjesvanoranje.nl/the_push.mp3 (other webserver, not Centova)
And now try Winamp again and you will see this works fine.

So this seems to be something in Apache ? Some setting?
