It usually takes a while before your stream shows up in the Shoutcast YP. In the meantime check your server log to see if it says "YP Shoutcast touched" (or something like that). If it says that and you're still not listed, it could be because you specified a genre that is not one of the standard genres. Check on the shoutcast-site in the list of genres to see which ones are supported. I've heard this was causing people to have trouble getting listed.
Then, you won't just get listeners to your stream like that. Even is you are being listed you will need to do more to attract listeners. First of all; have good content. Offer something special (which is not the same old stuff countless stations are playing), good quality, regular new music etc. etc. Probably accompanied by a nice webpage. Secondly: promote, promote, promote! People won't just know your station is there, and if they don't know, chances are small they will search for it (duh)! So stick your whole town full with adverts to tune in to your station (ok, that may be a bit too much, but tell your friends about it to start with. (If you don't have friends: go get some!)). Free advertising is possible. You can contact another station that plays the same sort of music as you do and agree to advertise each other in your stream. There are various lists with stations, like www.oddsock.org, or www.shoutclub.com (.com?) and many sites will want to put a link on their page if you put a banner to their site on yours (but that's not such an elegant way to promote things).
