Appers a message like this:

This is your Skins or Plug-ins control area. Any changes you make to any of your published skins or plug-ins will be temporarily removed from Winamp.com until they are re-reviewed. Make sure that your comments direct the reviewer to the parts of your work that has changed since your last revision

And below apears that my skin is unpublished


What that´s mean?

I would think it was fairly obvious, your skin is uploaded, as yet it's unpublished as it hasnt been reviewed by winamp admin, as soon as it is reviewed it will become published.
Be prepared to wait weeks, if not months for it to become published, its how things work around here.
