How do I view my skin before i submit it to assure that it is correctly laid out?

Don't you have it on your Winamp? That's about the only way you can 'view' it to be sure it's laid out correctly. If the details are hard to see, try putting your Winamp in double size mode (that helps alot) or maybe take a screenshot of your skin on your Winamp and check the screenshot for alignment. :)
