Is there a way I can increase the buffer size in Winamp to better accomadate streaming audio? (shoutcast) for both listening and broadcasting? Or at least for listening?

why yes.

Preferences (Ctrl-p) >Plug-ins > Input > Select "Nullsoft MPEGaudio decoder..." > Hit configure > Streaming tab > Upper left corner yuo have two, coutn them two, buffer sliders.
