Net Cam Visual Effect plugin?

A while back I had a really cool plugin that took captures from my net cam and added cool tweaks to them. One of the effects was called 'Acid' and it made the pic from the cam look like a cartoon. If anyone knows the name of the plugin,,, please help me out.
