Oh damn, as an audio enthusiast (I haven't reached audiophile status...yet :D ), I'm gonna have to partyfoul you (J/J BTW). The Xing encoder is the worst of all MP3 codecs. It produces artifacts even at 320Kbps, and seems to have a hardcoded lowpass fixed at 16KHz.
The good news is that the mother of all ripping programs, Exact Audio Copy works wonderfully under Windows XP. You may have to install the ASPI drivers for it to work correctly, but that's no biggy ( get 'em here at the way bottom). I suggest reading here for setting up EAC, and here on MP3 codecs :)
