We switched IP's on our streams, and I totally forgot to inform them about the IP switch.

In the US there are no bandwidth caps, period. The only thing they cap is the download and upload rate.

Look for another ISP in the area, and I'll look for a rate...

I'm posting on behalf a client of mine, This has gotten us both royally stumped.

There is about 20 other SHOUTcast servers on this machine, So I don't think a "Turn of the firewall" or anything...

What's wrong with using an Analog to digital converter to the back of a Server that re-transmits the radio to your SHOUTcast server?

Seems pretty easy to me, maybe $0.99 at your local Radio Shack....
