I don't know whether NSIS can do it or not, someone else may provide an answer, but there are other preprocessors. My free PPWIZARD will certainly allow you to do this.

All I do is play a directory tree of MP3 files randomly.

Winamp3 always starts on the same song!

If you then use "Next" it then goes to the song following and not a randomly chosen...
