This would indicate you have not properly forwarded your ports 8000 & 8001 in the router to the LAN IP address of the PC with shoutcast.

Depends on the cisco router they vary greatly on functionality and user interface. My cisco at work is a pix firewall and only has a command console interface, some provide a browser GUI interace.
