Winamp DSP does this OK however sc_trans the linux DSP doesn't. However if you are not bothered about the streams being precisely synched you can run multiple instances of sc_trans.

Shouldn't be a problem, loads of people broadcast through a router, so long the correct ports are forwarded. Have you check your server log to see if it sheds any more light.
