How Do I....

I am making a site and I want to run my radio when ever I log on to my winamp thing but i would keep having to change the IP link cause your Ip address changes so is there anyway I can do that?

http://127.0.0.1:8002/ is my radio it works for me but not my friends does it work for you? whats the probelm?
