Whenever i turn my radio server on it says ERROR. I look at my ip on whatismyip.com and everyday its different so i always have to change...

I need some help!
Everytime i put my server up it says there is a fatel error. I look at the dest ip in the configuration thing and its always differen't then my ip. I'm not sure if my ip is changing cuz the ip i put...
