Its not that small, 60,000 customers is a decent chunk.
But if you pay $400/month in bandwidth, maybe a paycut to get free bandwidth is worth it? :) (this is off topic)...

I found the answer to my own questions.
I didn't encode using the vp6 encoder.

So if you're getting constant buffering when you know the bandwidth is there, use it instead.

Making IE stream the raw output uses the same amount of bandwidth as well... 20KB/s. Ive also disabled QoS server, and disabled it client side, and both, and vice versa.

Client side is winamp 5

It works perfect across the LAN.
