Encoder 24 vs 16

I'm using Nulsoft Shoucast Source DSP v1.8.2b, and at encoder setting the lowest only 24kbps. However ... i saw other one can be 16kbps. I ask them.. and they said because different version....

I would like to edit my shoutcast status page which normally can be accessed such as, http://65.110.37.160:17845 . I see my friend, he can edit it. because normal calor is black.... and it's to dark....

Error connect to shoutcast
eh,, i'm using adsl modem with built in router ( Because I share with my friend ). before it, i use a normal connection and the shutcast worked correctly. But when i use this adsl.. it can't connect....
