A quality brand name 300w psu is likely to be able to deliver as much (or more) current as a generic 400w psu, and give less variation on the individual rails under load.

The fans are slowing down due to a voltage drop caused by additional load from the cpu/motherboard/ram/hard drive and so on. Obviously your psu isnt able to supply enough current.
