Ethan, I have seen those 44 byte .CDA files in Windows Explorer on my own system.
eg from file Properties:
Filename: Track01.cda
size: 44 bytes (44 bytes), 32,768 bytes used.

FOUND the solution.

To upload a skin, the NAME of the skin must be the same as the filename WITHOUT the ".WSZ" extension.
eg:
NAME: MySkin
Component: c:\My Documents\MySkin.WSZ

I attempted to upload my first winamp skin this afternoon (1:20pm AEST), and encountered the same file name error as Nerwign.
