This is quite possible (visit my website and you will see the listener map). What you do is take the IP addresses of the listeners and pass them through an IP2GEO location service (I use Maxmind).

They only stream in 128k and the iPhone Shoutcast app does not show 128k+ or higher bandwidth streams in the search by default. Go to settings and check to show higher bandwidth streams.

Also, if your station streams at say 128k or higher well the iPhone Shoutcast app does not show high bandwidth streams by default. Go to settings and check the option to show high bandwidth stations.

I think it just goes in order of which one connects first to the main, someone else may know better on how it works but I'm pretty sure there's no way to organize them in any particular order. ...
