Windows is kinda stupid. It could your windows phone dialer wondering if it should pick up, or fax software running the background, or it could just be a improperly set network feature. I recently had a client with the same problem.. he was using a very old version of WinFax that locked up his machine when the phone rang because the dumb program was trying to decide if it was recieving a fax or not. I'll definintely look into this and get back to you if I find anything new.

i dont use the built into my hp (Quick Link III) not winfax as it wants an area code (tolls) I cant afford the toll rate even for local calls telecom milks 09 calls even when its a local fax to make profits on top of phone line costs
I use zfree isp (free isp) i could not afford a pay service. or i would use the hi speed telecom jet stream. but i use clear communications one i described above (the opposition to telecom) my parents phone line they are on telecom they pay not me.
