Make sure Winamp.exe and Winampa.exe are not set to run in compatibility mode
%ProgramFiles%\Winamp\winamp.exe & winampa.exe > Properties > Compatibility tab
Uncheck everything.
If the problem persists, and you are using some 3rd-party modern skin for Winamp, then change the skin...

InfoTool log so we can see if you've installed any 3rd-party plugins which might be causing the problem.
