Considering the attackers took about 100 casualties, I think the security arrangements at the embassy and the CIA annex were expected to be good enough. These guys really got their ass shot off from elevated positions by ex-seals. They managed to get a couple mortars through and kill the ambassador. More than 30 embassy personnel went home the next morning.
You can't go hide under the bed every time somebody makes a threat. I would call some of the things that happened a mistake and a misjudgment. People get to make mistakes. Really negligent? I don't see it.
The State Department didn't think the embassy was in severe peril and thought the security personnel would be good enough. And they almost were.
