Go and talk to all the property managers in town and get them to let you paint things. This is how a couple of my friends survive with < $600 (occasional labor) jobs from the property management companies. A painter around here would be happy to get $10. To get $20 or $30 and live, you've got to get your own jobs.

I know a painter, a flooring guy and a brick mason. These guys both just drive around doing stuff for the property management companies. It's a living. As long as the labor in the jobs isn't $600, it doesn't need a license.
