If you still want to stream TV, I think Videolan can stream anything it can read. You might actually have to build it. If I remember there is a shout option (needs to be compiled in) so the channel will access Icecast. You might want to stream webm instead of NSV. It also will create html5 compatible streams so you can embed them in a web page and play without a player on current browsers including mobile browsers. (not with NSV).

NSV's encoder isn't well threaded so no matter how many CPU cores you have it's just gonna use one. Also it's doesn't like modern video cards very well. It also has the nasty tendency to lose audio sync.
