That should have read, regsvr32.
just run:

regsvr32 id3com.dll

from the location you want to keep id3com.dll. You cant move it after youve registered it, without having to re-register it, so pick a spot like the winamp directory or something.

I will prob distribute id3com as part of ActiveWinamp in the future, as it has some scripts which depend on it anyway.

If it doesnt work, you may have the wrong id3com.dll, there are a few different versions around, just try with different ones.
