Smile #12345 error mmapping datablock

I'm using a Windows 2000 (SP3) system (NTFS) with 768M RAM, 120 GB HDD, 3900 MB virtual memory set aside, and clean temp directories. I'm running into the #12345 error mapping 753554251. I moved my temp directories to the root so I could watch them fill up. I am using the Windows task manager to watch my processor level. I set aside so much VM just so I could prove (to myself) that VM isn't at fault.

My question are these: What causes this error? Why are NSIS installers limited to 2 GB?

Thanks AnalogKid for giving me some idea of where to look.

If anyone has more info, let me know.
