you could do something like the following in a batch file:

cd <directory_to_check>
dir <directory_to_check> /b /s *.mp3 > <directory_to_save_in>\playlist.lst
one thing i found is that using the /s will generate fully qualified filepaths of the mp3 files but if you're not running it on the same drive as where the command-line is set then it'll dump any mp3 it finds on that drive as well.

if not there's probably a load of Windows programs which will do it for you.
