Re encoding a MP3 with a lower bitrate to a higher bit reate is always a dumb idea. The dammage to the file is already done and re-encoding it would do even more dammage. Going from LP to MP3 I would say that 64kbps Mono would be way more then enough, but if you want to burn it it would have to be in stero so 128kbps or even 112 kbps Stero mp3 should be good enough (I think 96 wouldn't be too bad too). Remember LP (records) are mono recordings.

What I woudl do is record the LP to stereo 16 bit WAV and burn thoes WAV. then convert the WAV into a Mono MP3. Any Audiophile wanna tell me I am wrong?
