Well, is seems that after all this is not a bug; but a case of confusion within settings
There are two options
Options > Always On Top
and
Windows Settings > Docked Toolbar > Always On Top
Having seen the first one simply didn't make me to look for some hypothetical other option concerning this setting
At some point I must have accidentally turned on the second one; and later, seeing the first one, I was thinking that this was a bug, because I had turned off the Always On Top [in this first one]
