Yup, I have been using it since before it was public, and very basic.
Vivaldi is still beta, so expect some odd variation in behaviour.

It is aimed at power users and ex-Opera users, and is packed with features and customisability.
The main advantage for me, is that you can use it as a portable install and keep your session, cookies, passwords, and footprint in your pocket, while using someone elses PC.
Best of all you get Chrome compatibility without the stink of Chrome.

It still runs another instance for every extension and plugin, so having more functionality without added RAM hogging is where you see a big gain.
Fill it with extensions and it will bloat like any other Chrome clone.
