Blocking a range of IPs

Hello, long time listener, first time caller.

Im interested in setting up my shoutcast server (linux based) so that only people from a specific country can listen to my streams. Its not that Im biased against other countries, its just the fact that I can stream out for free to IPs within the New Zealand subnets, and it costs me $150NZ a GB for all international traffic.

There are 3 databases of subnets allocated to each country

http://ftp.apnic.net/pub/stats/apnic/ (Asia)
ftp://ftp.arin.net/pub/stats/arin/ (America)
ftp://ftp.ripe.net/ripe/stats/ (Europe)

So finding out what subnets to allow is not a problem, however using this information is a bit harder.

I could think of a few options, but what I assume would be the easiest way, would be to use the sc_serv.rip file, and enter all the IP address's that I want to reserve into that. However, looking at the format of the .rip file, it would mean I would have to type in EVERY single IP address (not just a subnet). Or can I? so my question is:

Can I put in a subnet address into the .rip file (ie 203.203.203.0)?
