Internal network shoutcast problem

OK, I have setup a shoutcast server inside a fully switched, 100mbps network. It is not broadcasting to the world, not my intention.
Now, the problem I am having is that the broadcast keeps getting cut down. Think of a 56k modem user trying to access a 300kbps stream.
Then again, there were only two users, I had set the stream to go from 160k to as low as 52k and the problem still showed up.
So, my question is: considering that I have plenty of bandwith available and that I am not setting the streams to go that fast, what the hell is causing the songs to keep going back to buffering?
