Need help with song title

I was listening to a local rock and alternative station the other day and heard a song i liked. It sounds like a raggae song and has a british or european sounding singer. However the singer doesnt really sing much he seems to talk mostly through the song. tia, when listening to it it reminded me of a mix between massive attack and sublime thought that might help
