Unable to Set Up Shoutcast in DHCP

I was wondering how to setup Shoutcast to work in a network. Where I'm currently staying I connect via a LAN. I'm not sure how I can foward the ip address to my computer in the network. I have been given a 10.x.x.x for my ip address and default gateway. I have my true ip address but I can never connect and I dont see any options to set up Shoutcast other than just by static ip. I would prefer a walkthrough if anyone has had to deal with this issue. I did a search but couldn't find any relevant info. The read me text wasn't that helpful either. If I need any other info, I'll try to provide it but at this time, I'm not near my home computer.

What brand router are you behind?

I don't have a router, its done through the apartment complex I stay at. I assume we are routed through one of their servers.

You may have to talk to the apartment's IT about getting a port opened for your SHOUTcast. They may or may not allow it.

Please post the link using the WAN IP assigned to you.
