restart streaming radio

I searched for a plugin for this and couldn't find one, I also searched the forums for something like this but didn't find anything either so if this has been asked before, I apologize.

When I'm listening to streaming radio sometimes the stream gets hung up and winamp attempts to buffer but it gets stuck and just sits at 0% buffer forever. If I press play again when it's doing this it generally reloads the stream and starts playing it fine.

So my question is is there some plugin or someway of setting up a timeout for that? like so if it sits at 0% buffer for more than 10 seconds it will either reload the stream or go on to the next item in the playlist instead of just sitting there not playing any music?
