Volume Control Increase 110% from older versions

Winamp Version 5.21 I am having to increase the volume to 70% from my previous setting of 33% on older versions. This is to play back all file formats including shoutcast radio stations. All other settings are the same on speakers and wave settings.

P-4 2.8 2 gig mem- Turtle Beach Sound card. (os xp home sp2)
AMD 3.0. Asus Board 1 GIG mem Turtle Beach Sound Card. Same behavior as pentium. (os xp home sp2)
P-4 3.0 Intel Board 1 Gig Mem Onboard: Same Issue
Winamp Version 5.21

NOTE: I did notice this issue with the last version as well. All other prior versions of winamp did not have this issue.
If I roll back to 5.03 I do not get this issue volume is at 33% for play back on winamp.

Amp is off.
Prefences_DSP_Effect Plug in NONE SELECTED
Output_Direct Sound_Configure_Turtle Beach selected

Are you sure that you didn't use waweout for output previously??
Waveout generally plays louder than directsound (because waweout just modifies the OS sound level, in other words it allways uses a volume simular to 100% on directsound).

No. I had always used direct sound. In all other versions of winamp. The volume issue under direct sound ( having to increase it 110% from previous versions) Has just happend with the last two new versions- 5.21. I have switched to Wave my sound is crisp and clean. I would still like to know what happned to the direct sound old behavior and why it is gone.
