Multiple IP addresses
I have two IP public IP addresses. One is firewalled beyond my control by my ISP and the other isn't. The IP address Shoutcast is trying to use is the firewalled one. Is there a way that I can bind it to the other public IP address?

do you mean a proxied address?

Are you referring to your public IP address and the internet IP address of your computer ?
If you're streaming direct to the public from your PC (as opposed to a streaming server) - your listeners need the public IP address that points to your PC. You might need to speak to your host regarding the port that you're using.......... Srcip=x.x.x.x Destip=x.x.x.x where x.x.x.x is the ip addres you want to bind to. this is in sc_serv.ini or sc_serv.conf (or whatever the config file is called on that server).
