Better scrolling using the scroll wheel on the mouse

This has been bugging me for quite some time:
If you want to scroll any of the windows/panes in winamp (especially in the media library or in the playlist), you have to click on an item in the pane before the scroll wheel on the mouse can be used to scroll that pane. Instead of scrolling the focused component, why not scroll the component which is under the mouse?

I've had this installed for a few years now and can confirm JM's opinion that it is well behaved in use.
