shoutcast live streaming

OK i have a situation at work where we want to stream TV to a computer/server and user shoutcast to be able to stream the audio from the music channels on the TV through the computer i have downloaded shoucast server both windows and Linux. i have also downloaded the trans and DSP for shoutcast and when i try and use the trans and do the live capture option through sc_trans_capture it only wants to play whats in the play list of music files. also i have tried to use the DSP plugin through winamp and select the line in option and nothing plays.

any help would be appreciated
