Initial Configuration help needed, network stream

Sorry to bother,
I am needing some help in setting up a stream WITHIN my network ONLY and will be connecting some 100 android devices, router will be used exclusively for stream, no internet.
Stream should be live ONLY from my mic, may need to later add additional stream.
Low latency is a must.
I need to set up the Server for the first time. And need advise on any special hardware requirement.
If someone can guide me through the steps by phone, I will gladly pay by paypal, and I will greatly appreciate it. It will save me tens of hours of reading the documentation.

I believe I got the server running on a Private network.
I now need help listening to the stream on an Android device on the private network. NOT ONLINE.

1. use appropriate media player on Android,
2. enter address (IP and port) of your server
3. there is no step 3, it's a 2 step process
