WinAmp/Shoutcast Microphone Issues

matter what I do I cannot talk over the music while it is playing...When I change to Press To Talk it stops the music and when I stop talking it is 40 seconds before music begins again

OK, my station is up and running and all that I can do is play music, when I go to sue my mic. I change to Soundcard input and hold down Press to talk, but cannoy talk over music, the music stops and when I stop talking there is about a 40 delay before music continues
