1) Check SHOUTcast Tool Box
. There are a few *nix based ones (not sure how well they work though) but for Windows you have a choice of a couple different programs (Winamp, OTSJuke, etc.) but they all seem to rely on a Winamp plugin to do the dirty work.
2) This is a bug with the current DSP. Use 1.8.0 or update the current track via the following URL: http://IP:PORT/admin.cgi?pass=PASSWORD&mode=updinfo&song=SONG_TITLE
Where: IP is the IP of the server, PORT is the port the server is on (default is 8000), PASSWORD is the password you use to broadcast and SONG_TITLE is what you want to change the song title to (should be encoded so spaces are %20)
3) Also a bug. Use encoder 2, 3, or 4 for a fix or use 1.8.0 of the DSP.

1.8.0 will require an mp3 codec installed on your system (NOTE: 1.8.0 can only encode one stream so if you use multiple encoders in 1.8.2a or b then 1.8.0 will not work for you).
